The Union General Meeting is convened by its Chairman at least twice a year. The meeting is convened by right if an absolute majority of the members making up the meeting so request.
The meeting may only validly deliberate if at least half of its members are present or represented.
If the quorum is not reached, the General Meeting may validly deliberate, after a new convocation, regardless of the number of members present.
In the event of absence, the Chairman or the Secretary shall be replaced by a Vice-Chairman or an Assistant Secretary, for those regional unions which have them. Failing this, a Chairman or Secretary of the meeting shall be appointed by the meeting.
