Article R4123-20 of the French Public Health Code

The parties to the dispute are summoned to a meeting and heard by the member(s) of the commission to seek conciliation.

A report of total or partial conciliation or a report of non-conciliation is drawn up. This document sets out the points of disagreement that remain when conciliation is only partial. It is signed by the parties or their representatives and by the conciliator(s).

An original copy of the minutes is given or sent to each of the parties and forwarded to the president of the departmental council.

If there is no conciliation or only partial conciliation, the minutes are attached to the complaint sent to the disciplinary court.
