Article R4125-10 of the French Public Health Code

The president of the organising council or, failing that, the president of the National Council, shall send to all the electors within the jurisdiction of the body concerned, at least fifteen days before the date of the election, the list of pairs of candidates or candidates, printed from the name of the candidate making up the most advanced pair, in alphabetical order, starting from a letter drawn by lot, of the names of the candidates making up the pair, on blank paper, indicating their addresses, dates of birth, qualifications and, where applicable, their current or past positions in the professional bodies. This list may be used as a ballot paper. The list shall be accompanied by any statements of belief drawn up for the electors by the two candidates, together with any information on voting procedures.

At the same time, the Chairman shall send the electors the voting instruments, comprising one or two opaque envelopes. The first envelope is intended to contain the ballot paper and bears no identifying mark. The second envelope, which is only sent for postal ballots, is intended to contain the first envelope and bears the following inscriptions:

1° Name of the Council (national, name of the region, interregion, territory or department);

2° Election of (date of election).

Le président du conseil organisateur ou, à défaut, le président du Conseil national, adresse à tous les électeurs du ressort de l’instance concernée, quinze jours au moins avant la date de l’élection, la liste des binômes de candidats ou candidats, imprimée à partir du nom du candidat composant le binôme, le plus avancé, dans l’ordre alphabétique à partir d’une lettre tirée au sort, des noms des candidats composant le binôme, sur papier blanc, en indiquant leurs adresses, leurs dates de naissance, leurs qualifications et, le cas échéant, leurs fonctions actuelles ou passées dans les instances ordinales et organismes professionnels. Cette liste peut servir de bulletin de vote. Sont joints à cette liste les professions de foi rédigées, le cas échéant par les binômes de candidats, à l’attention des électeurs, ainsi que toutes indications sur les modalités du vote.

Le président envoie en même temps aux électeurs les instruments de vote, comportant une ou deux enveloppes opaques. La première enveloppe est destinée à contenir le bulletin de vote et ne comporte aucun signe de reconnaissance. La seconde enveloppe, qui n’est envoyée que pour les scrutins comportant un vote par correspondance, est destinée à contenir la première enveloppe et porte les suscriptions suivantes :

1° Nom du conseil (national, nom de la région, de l’interrégion, du territoire ou du département) ;

2° Election du (date de l’élection).
