The president of the organising council or, failing that, the president of the National Council, shall send to all the electors within the jurisdiction of the body concerned, at least fifteen days before the date of the election, the list of pairs of candidates or candidates, printed from the name of the candidate making up the most advanced pair, in alphabetical order, starting from a letter drawn by lot, of the names of the candidates making up the pair, on blank paper, indicating their addresses, dates of birth, qualifications and, where applicable, their current or past positions in the professional bodies. This list may be used as a ballot paper. The list shall be accompanied by any statements of belief drawn up for the electors by the two candidates, together with any information on voting procedures.
At the same time, the Chairman shall send the electors the voting instruments, comprising one or two opaque envelopes. The first envelope is intended to contain the ballot paper and bears no identifying mark. The second envelope, which is only sent for postal ballots, is intended to contain the first envelope and bears the following inscriptions:
1° Name of the Council (national, name of the region, interregion, territory or department);
2° Election of (date of election).
