The ballot paper may not contain, on pain of nullity, a number of names greater than the number of titular seats and, where applicable, substitutes, pairs of candidates or candidates to be filled, nor any sign of recognition. Subject to these reservations, the elector may vote on plain paper.
Where the elector uses as a ballot paper the copy of the list of candidates sent to him in accordance with article R. 4125-10, he shall mark on this list the pairs of candidates or the candidates he intends to elect.
The voter places his ballot paper in the envelope intended to contain it.
In the case of postal voting, the envelope containing the ballot paper and on which the voter bears no inscription is placed, closed, in the second envelope on which the voter’s surname, first name and address are indicated. This envelope shall be signed by hand by the voter, failing which the vote shall be null and void.
