Regardless of how the vote is conducted, the votes are counted without interruption on the day of the election, at the head office of the Council concerned, in a public meeting, under the supervision of the members of a polling station, composed, except in the case mentioned in the second paragraph of article R. 4125-15, of a chairman and at least two assessors, appointed by the Chairman of the Council concerned on the recommendation of the Council’s executive committee.
The assessors count the number of votes obtained by each of the pairs of candidates or candidates.
The polling station shall rule on the validity of ballot papers and envelopes that are not in accordance with the regulations, bear internal or external signs of recognition or contain offensive wording. Those whose validity cannot be taken into account are appended to the minutes.
The pairs of candidates or the candidates with the highest number of votes up to the number of seats to be filled shall be declared elected as full members. Where the Disciplinary Board or Chamber has alternates, the following pairs of candidates or the candidates with the next highest number of votes shall be declared elected as alternate members, up to the number of alternate seats to be filled. In the event of a tie, the pair of candidates with the oldest candidate or the oldest candidate shall be declared elected.
