Article R413-11 of the French Code governing the entry and residence of foreign nationals and the right of asylum

At the end of the prescribed training courses or at the end of the first year of language training, where this lasts for more than one year, the French Office for Immigration and Integration will give its opinion, in the light of the information sent by the organisations that provided the training courses and, where applicable, the information provided by the foreign national, on the latter’s attendance and seriousness at the training courses. The Office’s opinion is forwarded to the Prefect who issued the residence permit or récépissé.

A l’issue des formations prescrites ou au terme de la première année de formation linguistique, lorsque celle-ci se déroule sur une durée supérieure à un an, l’Office français de l’immigration et de l’intégration se prononce, au vu des informations transmises par les organismes ayant assuré les formations et, le cas échéant, des éléments fournis par l’étranger, sur l’assiduité et le sérieux de celui-ci aux formations. L’avis de l’office est transmis au préfet qui a délivré le titre de séjour ou le récépissé.
