Article R414-1 of the French Cinema and Moving Image Code

The minutes provided for in articles L. 414-1 and L. 414-3 include:
1° The surname, first name, position and administrative residence of the official issuing the fine;
2° Where applicable, the surname, first name and position of the person mentioned in Article L. 412-3;
3° The date, time and place where the inspection operations were carried out;
4° A statement of the facts observed which may constitute a breach or infringement;
5° The wording of the breach or infringement observed and the citation of the legislative and regulatory provisions concerned;
6° The list of documents or exhibits of which copies were taken;
7° The date on which the official report was drawn up;
8° The signature of the official drawing up the official report.

Les procès-verbaux prévus aux articles L. 414-1 et L. 414-3 comportent :
1° Les nom, prénom, qualité et résidence administrative de l’agent verbalisateur ;
2° Le cas échéant, les nom, prénom et qualité de la personne mentionnée à l’article L. 412-3 ;
3° La date, l’heure et le lieu où ont été effectuées les opérations de contrôle ;
4° Un exposé des faits constatés susceptibles de constituer un manquement ou une infraction ;
5° Le libellé du manquement ou de l’infraction constaté ainsi que le visa des dispositions législatives et réglementaires concernées ;
6° La liste des documents ou pièces dont il a été pris copie ;
7° La date d’établissement du procès-verbal ;
8° La signature de l’agent verbalisateur.
