When a foreign national applying for a multi-annual residence permit bearing the words “salarié détaché ICT” (ICT seconded employee) as provided for in article L. 421-26, resides outside France, the decision to issue this permit is taken by the diplomatic or consular authority. The residence permit is issued to the foreign national by the Prefect of the department in which the foreign national has established residence in France or, in Paris, by the Prefect of Police, on presentation of the passport bearing a long-stay visa marked “salarié détaché ICT” (“seconded ICT employee”).
When the foreign national is already admitted to reside on French territory, the decision to issue the residence permit referred to in the first paragraph is taken by the prefect of his place of residence or, in Paris, by the police prefect.
