Article R422-8 of the French Code governing the entry and residence of foreign nationals and the right of asylum

For the application of article L. 422-4, the host establishment in France of a foreign national authorised to reside in another Member State of the European Union must first notify the Minister responsible for immigration of the foreign national’s mobility project under the conditions laid down by joint order of the Minister responsible for immigration and the Minister responsible for higher education and research. This order also establishes the standard form for notification of mobility and sets out the list of supporting documents to be attached to this notification.
To be authorised to stay in France, the foreign national must provide proof that he or she has sufficient means of subsistence corresponding to at least the amount of the basic monthly maintenance allowance paid, in respect of the previous academic year, to French Government scholarship holders.

Pour l’application de l’article L. 422-4, l’établissement d’accueil en France de l’étranger admis au séjour dans un autre Etat membre de l’Union européenne notifie au préalable le projet de mobilité de l’étranger au ministre chargé de l’immigration dans les conditions prévues par arrêté conjoint du ministre chargé de l’immigration et du ministre chargé de l’enseignement supérieur et de la recherche. Cet arrêté établit également le modèle type de formulaire de notification de la mobilité et fixe la liste des pièces justificatives à joindre à cette notification.
Pour être autorisé à séjourner en France, l’étranger doit justifier qu’il dispose de moyens d’existence suffisants correspondant au moins au montant de l’allocation d’entretien mensuelle de base versée, au titre de l’année universitaire écoulée, aux boursiers du Gouvernement français.
