Article R4233-37 of the French Public Health Code

If the regional or central council is responsible for failing to comply with the time limit referred to in article R. 4234-36, the author of the complaint may ask the president of the national council to refer the matter to the president of the competent disciplinary chamber of first instance. The President of the National Council shall forward the complaint within one month.

En cas de non-respect du délai mentionné à l’article R. 4234-36 imputable au conseil régional ou central, l’auteur de la plainte peut demander au président du conseil national de saisir le président de la chambre de discipline de première instance compétente. Le président du conseil national transmet la plainte dans le délai d’un mois.
