Article R4251-9 of the French General Code of Local Authorities

In terms of transport infrastructure, intermodality, logistics and the development of passenger and freight transport, the following are determined:

– new infrastructure falling within the region’s remit;

– measures likely to promote the coherence of public transport and mobility services and the sub-regional coherence of neighbouring mobility plans;

– measures to ensure that users are provided with information on the full range of transport services, to enable the introduction of fares giving access to several modes of transport and the distribution of the corresponding tickets;

– arrangements for coordinating the action of local authorities and their groupings, relating to strategic interchanges falling within the scope of Article L. 3114-1 of the Transport Code, as well as the identification of the facilities needed to implement connections between the different transport networks and modes of travel, in particular non-polluting modes;

– the roads and trunk roads mentioned in the third paragraph of Article L. 4251-1 which constitute routes of regional interest.

En matière d’infrastructures de transport, d’intermodalité, de logistique et de développement des transports de personnes et de marchandises, sont déterminées :

– les infrastructures nouvelles relevant de la compétence de la région ;

– les mesures de nature à favoriser la cohérence des services de transport public et de mobilité et la cohérence infrarégionale des plans de mobilité limitrophes ;

– les mesures de nature à assurer une information des usagers sur l’ensemble de l’offre de transports, à permettre la mise en place de tarifs donnant accès à plusieurs modes de transport et la distribution des billets correspondants ;

– les modalités de coordination de l’action des collectivités territoriales et de leurs groupements, relatives aux pôles d’échanges stratégiques entrant dans le champs de l’article L. 3114-1 du code des transport, ainsi que l’identification des aménagements nécessaires à la mise en œuvre des connexions entre les différents réseaux de transport et modes de déplacements, en particulier les modes non polluants ;

– les voies et les axes routiers mentionnés au troisième alinéa de l’article L. 4251-1 qui constituent des itinéraires d’intérêt régional.
