The allocation is distributed each year between the regions in such a way as to take into account, up to 60%, the capacity of the establishments and, up to 40%, changes in the school-age population.
The 60% intended to take account of the capacity of the establishments is distributed as follows:
1° 30%, in proportion to the total developed surface area of school buildings;
2° 5%, in proportion to the total developed surface area of school buildings built before 1973;
3° 5%, in proportion to the surface area of mobile classrooms ;
4° At the rate of 5%, in proportion to the number of pupils in the long general second cycle of public establishments and preparatory classes for the grandes écoles;
5° At the rate of 5%, in proportion to the number of pupils in the long technical second cycle of public establishments and higher technician sections;
6° At the rate of 10%, in proportion to the number of pupils in the short technical second cycle of public establishments.
For the application of the provisions of the second paragraph above, the enrolments of maritime and aquaculture establishments are taken into account under 6°; the enrolments of agricultural education establishments are taken into account, as the case may be, under 5° or 6°.
The 40% intended to take account of changes in the school-age population are allocated as follows:
1° 25% in proportion to the number of births recorded in the region between the tenth and sixth years preceding the year in which the allocation is made;
2° 15% in proportion to the backlog of school enrolments recorded in the region.
Delays in enrolment are recorded and taken into account under the following conditions:
a) Half of the 15% is distributed among the regions where the enrolment rate for young people aged between sixteen and nineteen is less than 80%, in proportion to the difference between this percentage and the percentage recorded in the region ;
b) The other half is distributed among the regions where the enrolment rate for young people aged between sixteen and nineteen is lower than the national average enrolment rate for these same young people, in proportion to the difference between the national average rate and the rate recorded in the region.
