The rules of procedure are adopted by the Corsican Economic, Social, Environmental and Cultural Council. In the first ballot, an absolute majority of members is required.
The rules of procedure set out the composition of the bureau which, in addition to the chairman, comprises a maximum of twelve members.
The rules of procedure also lay down the number, composition, powers and operating rules of the committees in which representation of each of the three sections is ensured.
The rules also specify the conditions under which the Board may delegate to its Executive Committee the power to issue opinions on a limited number of subjects. In order to exercise this delegation, the executive committee may hold a meeting between Board meetings.
Finally, it may provide for the creation of specialised and temporary working groups as well as the terms and conditions of association with the work of the council relating in particular to the university, the preparation of the Corsican sustainable development plan and the evaluation of related policies, regional bodies not belonging to the council and external personalities, the list of which is drawn up by the economic, social, environmental and cultural council under the conditions set by the internal regulations.
