Article R4422-20 of the French General Code of Local Authorities

The Prefect of Corsica, the President of the Executive Council and the President of the Assembly of Corsica shall be heard by the Council with their agreement or at their request.

Any qualified person may be heard by the council or its committees.

The civil servants of the State in the Corsican collectivity may only be heard with the agreement of the Prefect of Corsica and that of the President of the Executive Council when it concerns matters on which the departments to which they belong have been made available to the territorial collectivity.

Le préfet de Corse, le président du conseil exécutif, le président de l’Assemblée de Corse sont entendus par le conseil avec leur accord ou à leur demande.

Toute personne qualifiée peut être entendue par le conseil ou par ses commissions.

Les fonctionnaires de l’Etat dans la collectivité de Corse ne peuvent être entendus qu’avec l’accord du préfet de Corse et de celui du président du conseil exécutif lorsqu’il s’agit de questions sur lesquelles les services auxquels ils appartiennent ont été mis à disposition de la collectivité territoriale.
