The opinions are delivered in plenary session or, where appropriate, by the sections under the conditions laid down in article L. 4422-34.
The opinions of the council or the sections are adopted by a majority of the votes cast and mention the positions of the minorities. The council or sections may only take a decision if more than half of their members in office are present.
If the quorum is not reached, the meeting is adjourned to the second working day thereafter. A special meeting shall be convened by the Chairman as a matter of urgency. Opinions are then validly given, regardless of the number of members present. Voting procedures are determined by the internal regulations.
In the event of a tied vote, the Chairman has the casting vote.
