Article R4441-15 of the French Public Health Code

The ballot paper may not contain, on pain of nullity, a number of names greater than the number of titular seats, and where applicable of substitutes, of candidates to be filled, nor any sign of recognition. Subject to these reservations, the voter may vote on plain paper.
