Article R512-3 of the French Monetary and Financial Code

Communes with a population of less than 7,500 at the main town are considered to belong to the rural environment, with the exception of communes with a population of between 2,001 and 7,500 at the main town and which are part of conurbations with more than 65,000 inhabitants.

Sont considérés comme appartenant au milieu rural les communes de moins de 7 500 habitants agglomérés au chef-lieu, à l’exception des communes dont la population agglomérée au chef-lieu est comprise entre 2 001 et 7 500 habitants et qui font partie d’agglomérations de plus de 65 000 habitants.
