The production, manufacture, transport, import, export, possession, offer, transfer, acquisition or use of substances or preparations, plants or parts of plants listed in the schedules of the Single Convention on Narcotic Drugs of 30 March 1961 or the Convention on Psychotropic Substances of 21 February 1971, as well as products containing such substances or preparations, plants or parts of plants may be prohibited, on a proposal from the Director General of the Agence nationale de sécurité du médicament et des produits de santé, by order of the Minister for Health and, where the prohibition relates to import or export, the Minister for Customs.
All acts, commercial or otherwise, relating to these products are prohibited.
Exemptions to the prohibitions set out in the previous paragraphs may be granted by the Director General of the Agency for the purposes of research and control and the manufacture of authorised derivatives.
