Article R5133-16 of the French Labour Code

Before the end of each financial year, the Prefect makes an estimate of the appropriations committed for the service of personalised assistance to return to work. He may make amending allocations of these appropriations between bodies, on the basis of observed needs.

Avant la fin de chaque exercice budgétaire, le préfet procède à l’estimation des crédits engagés pour le service de l’aide personnalisée de retour à l’emploi. Il peut procéder à une répartition modificative de ces crédits entre organismes, sur la base des besoins constatés.
