Book I: Measures to promote employment

In order to implement the employment policy defined in article L. 5111-1, the Minister responsible for employment is authorised to conclude cooperation agreements with professional or inter-professional bodies, trade unions and companies.

Emergency measures agreed under cooperation agreements include, in particular: 1° Temporary vocational training measures; 2° Temporary measures guaranteeing certain resources to employees deprived of all or part of their remuneration as a result of economic circumstances; 3° Aid to encourage the recruitment and professional mobility of employees; 4° Temporary aid to companies that implement a programme to redeploy their employees by undertaking professional reintegration measures prior to job cuts and…

The Social and Economic Committee is consulted on the draft agreements mentioned in article R. 5111-1. When the agreements are part of the measures provided for in connection with a redundancy project for economic reasons, they are submitted to one or other of the meetings of the social and economic committee provided for in articles L. 1233-8 and L. 1233-28.

The Regional Coordination Committee for Employment and Vocational Training is consulted on the general conditions for the implementation in the region of the agreements and actions provided for in article R. 5111-1, particularly with regard to their adaptation to the specific characteristics of the region concerned in terms of employment.

The agreements referred to in article R. 5111-1, with the exception of those concluded in connection with a proposed redundancy of less than ten employees within the same thirty-day period, are submitted, prior to their conclusion, for the opinion of : 1° To the Commission nationale de la négociation collective, de l’emploi et de la formation professionnelle (National Commission for Collective Bargaining, Employment and Vocational Training) when they fall within…

Each year, before the Finance Bill is examined, the Minister for Employment provides Parliament with a report on the measures taken to implement the employment aid provided for in Article L. 5111-1.
