The people referred to in article L. 5141-5 may apply to the approved operators of their choice for the advice and support provided for in article R. 5141-29. If the application is accepted, the operator, acting on behalf of the State, will enter into a support contract with the person, indicating which of the three phases defined in article R. 5141-29 is the first phase of support. Decisions to refuse support and to terminate the support contract may be appealed to the regional prefect.
