The State concludes multi-year agreements on objectives with the local missions. Local authorities and their groupings also sign these agreements when they participate in the financing of local missions.
In the light of the strategic guidelines mentioned in article R. 5131-4, these agreements specify :
1° The young people likely to benefit as a matter of priority from the contractual support pathway to employment and independence and the youth commitment contract;
2° The objectives to be achieved in terms of young people’s access to employment and independence;
3° The range of services offered and the resources mobilised to identify the most appropriate contractual pathway and youth commitment contract for its beneficiaries;
4° The range of services offered to companies in their recruitment processes;
5° The funding granted for the implementation of national employment policy measures;
6° Their monitoring and evaluation procedures.
The departmental councils that are signatories to the multi-annual target-setting agreements may entrust support for recipients of the active solidarity income and their spouse, cohabitee or partner in a civil pact under the age of twenty-five to the local missions, which will provide it as part of the contractual support pathway to employment and independence or the youth commitment contract.
