As part of the strategic guidelines defined in article R. 5131-4, the local missions and Pôle emploi implement the right to support, in conjunction with all the bodies likely to contribute to it, as part of the career development advice mentioned in article L. 6111-6.

The State concludes multi-year agreements on objectives with the local missions. Local authorities and their groupings also sign these agreements when they participate in the financing of local missions. The derogations provided for in article L. 5131-4 concern cases where there is no local mission in all or part of the territory, or where a local mission ceases to operate, and cases where a local mission in a territory is not in a position to support young people on its own as part of the contractual pathway to employment and independence. The allowance provided for in article L. 5131-5 may be granted by the representative of the local mission or Pôle emploi, in the name and on behalf of the State, depending on the situation and needs of the person concerned during periods when the latter is not receiving, by way of remuneration for a job, work placement or other allowance, sums exceeding a total monthly amount of 300 euros. The amount of the allowance provided for in article L. 5131-5 may not exceed the amount set in a of 1° of I of article D. 5131-19. The allowance paid to the beneficiary is capped at six times this amount per year.
