The derogations provided for in article L. 5131-4 concern cases where there is no local mission in all or part of the territory, or where a local mission ceases to operate, and cases where a local mission in a territory is not in a position to support young people on its own as part of the contractual pathway to employment and independence. In such cases, another organisation may be designated by the State representative in the département, after consultation with the regional employment, training and vocational guidance committee, to implement the contract-based pathway to employment and independence. The State, the region and the other local authorities involved in funding the designated body will sign an agreement defining the framework for its intervention, in particular the duration of the intervention, its scope and the resources mobilised by each party.
The bodies designated within this framework implement the provisions of this section under the same conditions as the local missions.
