Article R5141-22 of the French Labour Code

The Prefect may appoint organisations, the list of which he determines by order, to grant and manage the repayable advance referred to in 2° of article R. 5141-1.
Where the business creator’s application is for the benefits provided for in 2, 3 and 4° of article R. 5141-1, the agent will decide on the granting of each of these benefits in a separate decision.

Le préfet peut mandater des organismes, dont il fixe la liste par arrêté, afin d’accorder et gérer l’avance remboursable mentionnée au 2° de l’article R. 5141-1.
Lorsque la demande du créateur vise les avantages prévus aux 2,3° et 4° de l’article R. 5141-1, le mandataire se prononce sur l’octroi de chacun d’entre eux par une décision distincte.
