Article R5141-23 of the French Labour Code

When the repayable advance relates to projects presented by more than ten applicants or giving rise to an application for a repayable advance for an amount exceeding a threshold set by joint order of the ministers responsible for employment, the economy and the budget, the decision to grant the advance and its management may be entrusted, in the form of a management mandate, to bodies whose list is set by order of the minister responsible for employment.

Lorsque l’avance remboursable est relative aux projets présentés par plus de dix demandeurs ou donnant lieu à une demande d’avance remboursable d’un montant supérieur à un seuil fixé par arrêté conjoint des ministres chargés de l’emploi, de l’économie et du budget, la décision d’attribution et la gestion de celle-ci peuvent être confiées, sous forme d’un mandat de gestion, à des organismes dont la liste est fixée par arrêté du ministre chargé de l’emploi.
