The agency manages operations financed from the State budget on behalf of and at the risk of the State. The terms of these operations are the subject of specific agreements signed on behalf of the State by the competent minister(s).

L’agence gère pour le compte de l’Etat et aux risques de celui-ci des opérations financées sur le budget de l’Etat. Les termes de ces opérations font l’objet de conventions spécifiques signées au nom de l’Etat par le ou les ministres compétents.
