The agency’s aid may be granted in the form of loans, advances, equity investments, guarantees, donations or any other form of financial assistance. These loans may be granted to governments, international organisations, public or private legal entities, in particular non-governmental organisations involved in development, or individuals.
The Agency’s financial aid abroad is allocated in the States of the priority solidarity zone determined by this committee pursuant toarticle 3 of decree no. 98-66 of 4 February 1998 creating the Interministerial Committee for International Cooperation and Development. The agency allocates, in accordance with regulations it draws up, an annual credit delegated to it by the State for the funding of projects proposed by non-governmental organisations. It appraises and evaluates these projects.
The agency manages operations financed from the State budget on behalf of and at the risk of the State. The terms of these operations are the subject of specific agreements signed on behalf of the State by the competent minister(s).
The agency may represent French or foreign finance companies and credit institutions, as well as the European Union, States or international institutions or bodies under agreements entered into with them.
