The agency may open representative offices in the countries where it operates.
The work of these representations is carried out within the framework of the coordination and coordination mission carried out, pursuant to article 3 of decree no. 79-433 of 1st June 1979 relating to the powers of ambassadors and the organisation of State services abroad, by the head of the diplomatic mission accredited in the State in which it is located.
The head of the local representation is appointed by the director general of the agency, after consultation with the head of the diplomatic mission accredited in the State where the agency has its head office; this head of mission sends the director general an annual report on the performance of the head of representation.
The head of the diplomatic mission is kept informed, for the area of competence of the representation mentioned in the previous paragraphs, of the Agency’s programme of activities and the operations that it implements; he may send the Agency’s Director General opinions, on the one hand, on the compliance of this programme with the guidelines for French cooperation in the area, and on the other hand, on these operations at the identification, preparation and evaluation stages.
At the request of the Director General to the Minister of Foreign Affairs, the Agency’s local representations may form part of diplomatic missions.
The competent minister or the head of the diplomatic mission is co-signatory to the grant agreements concluded between the agency and the beneficiaries, as well as to the sovereign loan agreements.
