Article R5211-24 of the French General Code of Local Authorities

Where an election is held to designate the representatives of the colleges mentioned in 1°,2° or 3° of article L. 5211-43, the vote shall take place without adding or deleting names and without changing the order of presentation.

Where there is no need for an election pursuant to the seventh paragraph of the same article, the representatives shall be appointed by the State representative in the department in the order of presentation of the list.

Lorsqu’il y a lieu à élection pour la désignation des représentants des collèges mentionnés aux 1°,2° ou 3° de l’article L. 5211-43, le vote a lieu sans adjonction ou suppression de noms et sans modification de l’ordre de présentation.

Lorsqu’il n’y a pas lieu à élection en application du septième alinéa du même article, les représentants sont désignés par le représentant de l’Etat dans le département dans l’ordre de présentation de la liste.
