Article R5211-34 of the French General Code of Local Authorities

When the public establishment for inter-municipal cooperation from which a commune applies to withdraw includes the commune of Paris, the restricted formation of the competent departmental commission for inter-municipal cooperation is completed by two representatives of the commune of Paris, appointed by the Paris council from among its members.

Lorsque l’établissement public de coopération intercommunale dont une commune demande à se retirer comprend la commune de Paris, la formation restreinte de la commission départementale de la coopération intercommunale compétente est complétée par deux représentants de la commune de Paris, désignés par le conseil de Paris en son sein.
