Article R5215-17 of the French General Code of Local Authorities

Works assigned to the public domain, which are completed by the communes after the date of transfer of powers, are, from the date of final acceptance of the works, transferred to the urban community under the conditions provided for by article L. 5215-28.

The provisions of article L. 5215-39 are applicable, as regards these works, from the date of transfer of ownership.

Les ouvrages affectés au domaine public, qui sont achevés par les communes après la date de transfert des compétences, sont, à compter de la date de la réception définitive des travaux, transférés à la communauté urbaine dans les conditions prévues par l’article L. 5215-28.

Les dispositions de l’article L. 5215-39 sont applicables, en ce qui concerne ces ouvrages, à compter de la date du transfert de propriété.
