Article R5313-8 of the French Labour Code

Where the job centre takes the form of a public interest grouping, it is administered by a board of directors made up of representatives of its constituent members. This board elects its chairman from among its members.
The grouping’s director, appointed by the board of directors, is responsible for running the grouping under the authority of the board and its chairman.

Lorsque la maison de l’emploi prend la forme d’un groupement d’intérêt public, elle est administrée par un conseil d’administration composé de représentants de ses membres constitutifs. Ce conseil élit son président en son sein.
Le directeur du groupement, nommé par le conseil d’administration, assure, sous l’autorité du conseil et de son président, le fonctionnement du groupement.
