Each year, the mediator referred to in article L. 5315-4 submits a report to the institution’s Board of Directors, in which he or she makes any proposals he or she feels are likely to improve the operation of the service provided to users. This report is sent to the ministers responsible for employment, vocational training and the budget and to the Défenseur des droits.
Apart from those involving the public establishment, complaints falling within the remit of the Défenseur des droits are forwarded directly to the latter.
Referral to the Défenseur des droits, within its area of competence, terminates the complaints procedure.
