Article R5523-14 of the French Labour Code

To grant or refuse the work permit applied for, the Prefect of Saint-Pierre-et-Miquelon will take into consideration in particular:
1° The current and future employment situation in the occupation applied for by the foreign worker;
2° The conditions under which the employer applies the regulations relating to work;
3° The conditions of employment and remuneration offered to the foreign worker, which must be identical to those enjoyed by French workers;
4° The measures taken by the employer to provide or arrange for the provision of accommodation for the foreign worker under normal conditions.

Article R5523-14

Pour accorder ou refuser l’autorisation de travail sollicitée, le préfet de Saint-Pierre-et-Miquelon prend notamment en considération :
1° La situation de l’emploi présente et à venir dans la profession demandée par le travailleur étranger ;
2° Les conditions d’application par l’employeur de la réglementation relative au travail ;
3° Les conditions d’emploi et de rémunération offertes au travailleur étranger, qui doivent être identiques à celles dont bénéficient les travailleurs français ;
4° Les dispositions prises par l’employeur pour assurer ou faire assurer, dans des conditions normales, le logement du travailleur étranger.
