Article R5611-1 of the French General Code of Local Authorities

Two or more regions may, by concordant deliberations of their regional councils, enter into agreements with each other.

The deliberations must include an undertaking to enter in the budget of each region concerned the expenditure necessary to achieve the jointly agreed purpose.

Each regional council shall take programme deliberations for this purpose, as necessary.

Deux ou plusieurs régions peuvent, par délibérations concordantes de leurs conseils régionaux, conclure entre elles des conventions.

Les délibérations doivent comporter l’engagement d’inscrire au budget de chaque région concernée les dépenses nécessaires à la réalisation de l’objet arrêté d’un commun accord.

Chaque conseil régional prend à cet effet, en tant que de besoin, des délibérations de programme.
