Two or more regions may, by concordant deliberations of their regional councils, enter into agreements with each other. The deliberations must include an undertaking to enter in the budget of each region concerned the expenditure necessary to achieve the jointly agreed purpose. Article R5611-2 of the French General Code of Local Authorities

If the agreement relates to powers exercised by the regions, pursuant to article L. 4211-1, the acceptance of the legal entities on whose behalf each region acts is required. The acceptance of local authorities and public establishments is given in accordance with the legislative and regulatory provisions governing them.
