Article R5611-3 of the French General Code of Local Authorities

The presidents of the regional councils concerned sign the agreement between the regions, in the light of the concordant deliberations of the regional councils and, where applicable, the acceptances given under the conditions provided for in Article R. 5611-2.

This specifies in particular, in addition to the purpose and duration for which it is concluded, the foreseeable cost of the operations envisaged and the distribution of expenses.

The agreement designates the local authority or public establishment on whose behalf the work is carried out in application of article L. 4211-1 as well as, where applicable, that of the regions responsible for carrying it out.

Each president of the regional council is responsible for ensuring that the agreement is implemented, insofar as he or she is concerned.

Les présidents des conseils régionaux concernés signent, au vu des délibérations concordantes des conseils régionaux et, le cas échéant, des acceptations données dans les conditions prévues à l’article R. 5611-2, la convention entre les régions.

Celle-ci précise notamment, outre l’objet et la durée pour lesquels elle est conclue, le coût prévisible des opérations envisagées et la répartition des charges.

La convention désigne la collectivité ou l’établissement public pour le compte de qui est réalisé l’ouvrage en application de l’article L. 4211-1 ainsi que, le cas échéant, celle des régions qui en assure la réalisation.

Chaque président de conseil régional est, pour ce qui le concerne, chargé d’assurer l’exécution de la convention.
