Article R611-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

To establish the state of health of the foreign national referred to in 9° of article L. 611-3, the administrative authority takes into account an opinion issued by a panel of doctors with national competence from the French Office for Immigration and Integration.
However, when the foreign national is placed under house arrest for the purposes of enforcing the decision relating to the obligation to leave French territory or placed or maintained in administrative detention pursuant to Title IV of Book VII, the opinion is issued by a doctor from the Office and forwarded without delay to the territorially competent Prefect.

Article R611-1

Pour constater l’état de santé de l’étranger mentionné au 9° de l’article L. 611-3, l’autorité administrative tient compte d’un avis émis par un collège de médecins à compétence nationale de l’Office français de l’immigration et de l’intégration.
Toutefois, lorsque l’étranger est assigné à résidence aux fins d’exécution de la décision portant obligation de quitter le territoire français ou placé ou maintenu en rétention administrative en application du titre IV du livre VII, l’avis est émis par un médecin de l’office et transmis sans délai au préfet territorialement compétent.
