Applications for registration of proposed qualifications under Article L. 6113-6 are examined on the basis of the following criteria:
1° The extent to which the knowledge and skills targeted match the needs of the labour market ;
2° The quality of the skills reference framework and the assessment reference framework as well as their overall consistency and the absence of literal reproduction of all or part of the content of an existing reference framework. In assessing the quality of the skills framework, account will be taken, where appropriate, of skills related to taking account of disability situations, accessibility and universal design as defined by Article 2 of the Convention on the Rights of Persons with Disabilities of 30 March 2007;
3° The introduction of procedures for checking all the arrangements for organising assessment tests;
4° Taking into account the legal and regulatory constraints relating to the exercise of the professional skills covered by the certification or accreditation project;
5° Where applicable, the consistency of the correlations established by the applicant with the blocks of competencies of professional qualifications registered in the National Register of Professional Qualifications;
6° Where applicable, the procedures for involving the national joint employment committees of the professional branches in drawing up or validating the reference systems.
