The fifteen-member supervisory boards comprise :
1° Representatives of local and regional authorities:
a) For public health establishments operating within a local authority area :
-the mayor of the municipality in which the main establishment is located, or the representative he or she appoints, and another representative of that municipality ;
two representatives of a public inter-communal cooperation body with its own tax system, of which the municipality in which the establishment has its headquarters is a member or, failing that, one representative from each of the two main municipalities of origin of patients in terms of the number of admissions during the last known financial year, other than the municipality in which the main establishment has its headquarters;
-the president of the departmental council of the department in which the main establishment is based, or the representative he or she appoints;
b) For public health establishments operating between municipalities:
the mayor of the municipality in which the main facility is based, or his or her appointed representative; – a representative of the main municipality in which the main facility is based, or his or her appointed representative
-a representative of the main municipality of origin of patients in terms of the number of admissions to hospital during the last known financial year, other than that of the head office of the main establishment;
two representatives of the public establishments for inter-communal cooperation with their own tax status to which these two municipalities respectively belong or, failing that, one representative of each of the two main municipalities of origin of patients in terms of the number of hospital admissions during the last known financial year, other than that mentioned in the previous paragraph;
-the president of the departmental council of the department in which the main establishment is located, or the representative he or she appoints;
c) For public health establishments in the département:
-the mayor of the municipality in which the main facility is based, or the representative he or she designates
two representatives of a public inter-communal cooperation body with its own tax system, of which the head office is a member or, failing that, one representative from each of the two main municipalities of origin of patients in terms of the number of hospital admissions during the last known financial year, other than the municipality in which the head office of the main facility is located;
-the president of the departmental council of the department in which the main establishment is located, or the representative he/she appoints, and another representative of this departmental council;
d) For regional and inter-regional public health establishments:
the mayor of the municipality in which the establishment has its headquarters, or the representative he or she appoints; – a representative of a public health establishment in the region, or the representative he or she appoints
a representative of an inter-communal public body with its own tax authority within the hospital’s area of jurisdiction or, failing that, a representative of the main municipality of origin of patients in terms of the number of admissions to hospital during the last known financial year, other than the municipality in which the main hospital has its headquarters;
-the president of the departmental council of the department in which the main establishment has its registered office, or the representative he/she appoints;
-a representative of the departmental council of the main department of origin of patients in terms of the number of admissions to hospital during the last known financial year, other than the department in which the main establishment has its registered office;
-a representative of the regional council with headquarters in the main establishment;
e) For public health establishments within national jurisdiction:
-the mayor of the municipality in which the establishment has its registered office, or the representative appointed by the mayor
the president of the departmental council of the department in which the facility has its headquarters, or the representative he or she designates; -a representative of the regional council of the department in which the facility has its headquarters, or the representative he or she designates
-a representative of the regional council of the region in which the school has its registered office;
-two other members representing two of the local authorities mentioned in this e, appointed by the Director General of the Regional Health Agency for the region in which the establishment has its registered office.
In the overseas departments, another representative of the departmental council of the department in which the main establishment has its registered office is appointed in place of the representative of the departmental council of the main department of origin other than the department in which the main establishment has its registered office.
2° Staff representatives:
a) One member of the nursing, re-education and medico-technical care committee, appointed by the committee;
b) Two members appointed by the establishment’s medical committee;
c) Two members appointed by the most representative trade union organisations on the basis of the results obtained in the elections to the establishment’s technical committee;
3° Qualified personalities:
a) Two qualified persons appointed by the Director General of the Regional Health Agency;
b) Three qualified persons appointed by the State representative in the department, including at least two user representatives within the meaning of Article L. 1114-1.
