The members representing the staff are appointed for a period of three years, from among the permanent staff, by the most representative trade union organisations in proportion to the average number of votes received by each of these organisations on the occasion of the renewal of the local joint committees, with the remaining votes being distributed on the basis of the highest average.
When there is no trade union organisation in the establishment, the staff representatives are elected from among the permanent staff by all the permanent and probationary staff in a majority ballot with one round.
