Only the members mentioned in 1° and 2° of article R. 6156-2 take part in the vote. Substitutes only have the right to vote in the absence of the full members they are replacing.
The Board of Governors issues opinions by a majority of the members present from each of the three statutory colleges mentioned in Article R. 6156-3, on the one hand, and of the members present mentioned in 2° of Article R. 6156-2, on the other. In the event of a tied vote, the opinion is deemed to have been given or the proposal formulated.
When a draft text submitted to the full Board receives a unanimous unfavourable vote from the members sitting under 1° of Article R. 6156-2, the draft is re-examined and a new deliberation is organised within a period of not less than eight days and not more than thirty days. The new notice of meeting is sent to the members of the Board of Governors within eight days. The Board then sits validly regardless of the number of staff representatives present. It may not be called upon to deliberate again following the same procedure.
Voting is by secret ballot if one third of the members present so request.
