Section 1: High Council of medical, odontological and pharmaceutical staff of public health establishments

The High Council for Medical, Odontological and Pharmaceutical Staff in Public Health Establishments is chaired by a qualified person appointed by order of the Minister for Health. His or her alternate is appointed in the same way.

The representation of the staff mentioned in 1° of Article R. 6156-2 is organised into three statutory colleges: 1° The college of staff mentioned in 1° of article 1 of decree no. 2021-1645 of 13th December 2021 relating to teaching and hospital staff in hospitals and university centres, made up of five representatives ; 2° The college of staff mentioned in 1° of Article L. 6152-1, comprising five representatives; 3°…

The members mentioned in 1° and 2° of article R. 6156-2 have twice as many alternates as full members. The alternates are appointed in the same way as the full members.

The term of office of the members mentioned in 1° and 2° of article R. 6156-2 is four years. They may be reappointed. In exceptional circumstances, the term of office may be reduced or extended, for a reason of general interest, by order of the Minister for Health issued after consulting the Board. This reduction or extension may not exceed one year.

A staff representative’s term of office is terminated if he resigns or if he no longer fulfils the conditions for being an elector or eligible to stand for election to the Board of Governors in the college in which he was elected. In the event of a vacancy among the members mentioned in 2° of Article R. 6156-2, a new member shall be appointed for the remainder of the term of office.

For the representatives of the staff mentioned in 1° of Article R. 6156-2, each list of candidates includes a number of women and a number of men corresponding to the proportion of women and the proportion of men appearing on the electoral list of each statutory college of the Board of Governors, assessed at the time of drawing up the electoral list mentioned in the second paragraph of Article R….

For the representatives appointed under 2° of Article R. 6156-2, the Board of Governors is responsible for ensuring balanced representation of the distribution between women and men.

The date of the elections for the members of the Higher Council mentioned in 1° of Article R. 6156-2 is set by order of the Minister for Health. Except in the case of early renewal, the date of the elections is made public at least six months before the expiry of the current term of office.
