Questions or draft texts submitted to the Board of Governors shall be, by decision of its Chairman:
1° placed directly on the agenda of the plenary session; or
2° placed directly on the agenda of one of its specialised committees; or
3° Referred for consideration to one of its specialised committees before inclusion on the agenda of the plenary session.
Apart from examining the draft texts referred to in Article L. 6156-5, the specialised committees give their opinion on behalf of the Board on the questions submitted to them.
However, after examining a question, they may request that it be included on the agenda of the plenary session, by a two-thirds majority of their members with voting rights. Two-thirds of the members referred to in 1° of Article R. 6156-2 may also request that a question be placed on the agenda of the Plenary Meeting. The Chairman of the Board of Governors has the same right. In this case, the Plenary Meeting is convened within a maximum of two months from the date of the request.
