The National Statutory Committee shall issue its opinions by a majority of the members present.
If a vote is taken, it shall be by a show of hands. In the event of a tie, the chairman of the committee shall have the casting vote, except in the case of a secret ballot.
At the request of one of the committee members, the vote is taken by secret ballot. If the vote is by secret ballot, in the event of a tie, the opinion is deemed to have been given.
