I. – In cases other than those mentioned in Article R. 631-1, the draw provided for in the penultimate paragraph of Article L. 631-2 is carried out by the Governor of the Banque de France, assisted by two persons whom he chooses from among his staff, in the presence of representatives of the Presidents of the National Assembly and the Senate and of the Minister for the Economy, appointed by the latter.
II. – Three ballot papers are drawn up for the purpose of the draw. If the majority of the members of the Haut Conseil de stabilité financière mentioned in 1° to 4° of Article L. 631-2 are men, two ballots shall be marked “woman” and one “man”. Otherwise, two ballot papers are marked “man” and one “woman”.
The first ballot paper drawn by lot shall indicate the gender of the person to be appointed by the President of the National Assembly.
The second ballot paper drawn indicates the gender of the person to be appointed by the President of the Senate.
The remaining ballot paper indicates the gender of the person to be appointed by the Minister for the Economy.
III. – The drawing of lots is recorded in minutes signed by the Governor of the Banque de France and the two persons who assisted him. The minutes are sent to the presidents of the National Assembly and the Senate and to the Minister for the Economy.
