Article R6312-29 of the French Public Health Code

A decree by the Minister for Health classifies the municipalities according to the number of inhabitants and sets, for each of these categories, a national index of the population’s health transport needs expressed in terms of the number of vehicles per inhabitant.

Un arrêté du ministre chargé de la santé détermine, en fonction du nombre de leurs habitants, un classement des communes par tranches et fixe, pour chacune de ces tranches, un indice national de besoins de transports sanitaires de la population exprimé en nombre de véhicules par habitant.
