Article R6322-7 of the French Public Health Code

A decision to refuse authorisation may only be taken on one or more of the following grounds:

1° Where the project does not comply with the authorisation conditions laid down in articles R. 6322-14 to R. 6322-29 or with the technical operating conditions laid down pursuant to article L. 6322-3;

2° When it has been established that the facilities have been set up before the authorisation was granted.

Article R6322-7

Une décision de refus d’autorisation ne peut être prise que pour l’un ou plusieurs des motifs suivants :

1° Lorsque le projet n’est pas conforme aux conditions d’autorisation fixées aux articles R. 6322-14 à R. 6322-29 ou aux conditions techniques de fonctionnement fixées en application de l’article L. 6322-3 ;

2° Lorsqu’il a été constaté un début de création des installations avant l’octroi de l’autorisation.
