The decree provided for in Article R. 711-22 sets the number of seats on the general assembly of the interconsular grouping reserved for each of the chambers making up the grouping; this number may not be less than two. The total number of seats may not be less than ten or more than thirty; however, this rule may be waived when the number of participating chambers is greater than ten.
The presidents of the chambers making up an interconsular grouping are ex officio members of its general meeting. They may be replaced by a member of the bureau of their chamber.
The other members of the general meeting of the grouping are elected in each participating territorial or regional chamber of commerce and industry by all the full members of that chamber.
The election takes place within fifteen days of the chamber being set up, by first-past-the-post ballot.
